I beg to ask the Secretary of State for Foreign Affairs what steps are being taken, pending the result of the Conference at Algeciras, to secure the lives and property of British subjects in Tangier and its neighbourhood.

SIR EDWARD GREY

His Majesty's Government do not consider that the existing conditions at Tangier are such as to call for special and immediate measures for the protection of the lives and property of British subjects there.

May I ask whether the right hon. Gentleman has seen the report that tribal fighting is going on close to Tangier, and that Europeans cannot venture outside the town?

There have been reports of that kind, and there has been a state of disturbance existing for some time past. But we have no information to show that there is increased danger, apart from the general disturbance which has existed for some time.
