* MR. ASHLEY

I beg to ask the Under-Secretary of State for the Colonies if he will lay upon the Table a copy of the limitations proposed in the Transvaal and Orange River Colony in respect of the control of those Colonies over the conditions of native labour.

* MR. CHURCHILL

I would remind the hon. Member that the Governor will be required in the future, as now, by his instructions to reserve any bill subjecting non-Europeans to any disability to which persons of European birth are not subjected.

* MR. ASHLEY

Will a copy be laid on the Table, or is it reserved to the Government to deal with these limitations?

* MR. CHURCHILL

If the hon. Member will read my Answer he will see that the question will be reserved for the consideration of the Crown, and consequently it will come under the purview of the Secretary of State, and, through him, to the House of Commons.
