I beg to ask the Secretary for Scotland whether, in view of the inadequate representation of the West of Scotland on the Scottish Fishery Board, and in view of the dissatisfaction prevailing with regard to the inaction of the Board in the present crisis, he will exercise the powers conferred upon him under The Sea Fisheries Regulation (Scotland) Act, 1895, Clause 6, Section (1), and create a Fishery District Committee for the Firth of Clyde.
