MR. BELLAIRS (Lynn Regis)

I beg to ask the Secretary to the Admiralty whether he can see his way to publishing the Report of the Committee presided over by Lord Goschen in 1902, which Lord Selborne informed Parliament was to assist the Admiralty in devising a remedy for the absence from the Flag List of a due proportion of younger officers.

The question of the publication of the report of Lord Goschen's Committee has been decided on several occasions by previous Boards of Admiralty in the negative. The present Board do not intend to reverse the decision of their predecessors.

Is the hon. Gentleman aware that Lord Selborne twice intimated to Parliament an intention to reduce the age for promotion, while he himself said yesterday it had been raised for senior officers?

I do not remember anything about Lord Selborne's statement and I did not mean to intimate that the age had been raised.
