§ THE SECRETARY OF STATE FOR FOREIGN AFFAIRS (Sir EDWARD GREY,) Northumberland, BerwickA report 768 has been received and is being sent to the Local Government Board for their information. It was sent by the Consul for the information of His Majesty's Government, but I am doubtful as to the desirability of publishing any report except one written by an expert specially qualified to do so.
