I beg the ask the Under-Secretary of State for the Colonies whether the Natal Government has appointed, or is about to appoint, a Commission on Native Administration and Legislation; and whether His Majesty's Government will be represented on this Commission, or will take steps on its own behalf, to obtain what information is necessary to arrive at an impartial judgment, so as to secure equitable treatment for the Natal Natives.

The Natal Government has announced its intention to appoint such a Commission. The Secretary of State understands that the Commission will be a local one. His Majesty's Government do not propose to take steps as suggested which would be contrary to the principles of responsible Government. The Crown has retained the right of veto in regard to legislation inequally affecting European and non-European inhabitants of Natal but no other right has been specifically reserved.
