I beg to ask the Secretary of State for Foreign Affairs whether he will inform the Government of Russia, prior to any steps being taken to establish closer ties of friendship with this country, of the views held by the British people concerning the massacre of Jews in Russia.

The impression which has been made, and the sympathy which has been aroused, not only in this country, but everywhere, by disturbances and loss of life in Russia, is well-known to the Russian Government, and these are not matters in which official diplomatic intervention is usual or desirable.
