COTTONI beg to ask the Prime Minister whether, in the representation of India at the next Colonial Conference in 1907, he will take into consideration the advisability of inviting not only a representative official of the Government of India to attend the Conference, but also a representative of the people themselves, chosen, if need be, by the Government from among the non-official members of the Legislative Councils.
