§ SIR GILBERT PARKER (Gravesend)I bog to ask the Secretary of State for Foreign Affairs if he can now lay on the Table Papers with reference to the Congo, including the Report of the Commission of Inquiry, and the text of the new Decree issued by the King of the Belgians and the manifesto which accompanied its promulgation.
§ SIR EDWARD GREYThe Papers promised will be laid before the end of the week. Copies of the publication containing the Report to the Sovereign of the Congo State on the results of the Reforms Commission, the text of the new Decrees and the manifesto, will be sent to the library with copies of the Report of the Commission of Inquiry.
