§ MR. VERNEYI beg to ask the Under-Secretary of State for the Colonies whether with a view of substituting as far as possible Kaffir for Chinese labour in South Africa, the Government will immediately take all means available for the recruiting of Kaffirs by responsible persons and agencies?
§ MR. CHURCHILLAs I have already explained to the House in answer to Questions of a similar character, His Majesty's Government are inclined to assist all legitimate means of recruiting natives, subject to the essential condition that the interests and good treatment of the natives themselves are effectually secured.
