§ MR. ALDENI beg to ask the Prime Minister what is the earliest date at which His Majesty's Government expects that responsible government will be established in the Transvaal capable of dealing with the outrages committed by the Chinese; and whether the time limit for further importation of Chinese will ensure that all importation shall have ceased at least one month before the granting of responsible government.
§ Sin H. CAMPBELL-BANNERMANResponsible government cannot be fully established before the beginning of next year and the time limit has been fixed with the object of ensuring that importation shall be over before the responsible government commences.
