To ask the Prime Minister whether it is the intention of His Majesty's Government to effect the proposed constitutional changes in the Transvaal and Orange Colony, or either of them, by Letters Patent, Local Ordinance, or Act of t he Imperial Parliament; and, if the intention be not to proceed by Act of the Imperial Parliament, what opportunity will be given for discussion of the policy of the Government in this matter before the change is finally made.

(Answered by Sir H. Campbell-Banner-man.) It is proposed to effect the change by Letters Patent, and the House will have the usual opportunities of discussing the action so taken.
