I beg to ask the Secretary of State for Foreign Affairs † See Col. 324, et seq. whether he has any information in- regard to a German syndicate having presented an application to the Persian Government for a railway concession from Khanikin, over the Turco-Persian frontier, to Kermanshah in Persian territory.
