To ask the President of the Board of Education whether the Board of Education authorises the practice that teachers in schools cannot receive payment of salary until copies of agreement forms have been completed by them with the county education authorities; and, if so, whether, in view of the effect of this rule, he proposes to take any action in She matter.

(Answered by Mr. Birrell.) I have no information that any such practice exists. The Board of Education do not intervene is to the arrangements made by local education authorities for the payment of teachers' salaries. The only point in which that Board are concerned in this connection is to secure that every teacher is employed under a written agreement, or, n the case of council schools, under a minute of the local authority. It would not be desirable to waive this requirement, and I think that no difficulties need arise out of it in practice which cannot be satisfactorily met.
