KEIR HARDIE (Merthyr Tydvil)I beg to ask the Secretary of State for Foreign Affairs whether he is aware that the Russian people are interpreting the meaning of the proposed visit of British warships to Russian ports to be that the British Government sympathises with the methods adopted by the Russian authorities for the suppression of the reform movement; and. whether, under these circumstances, he 229 will intervene to stop the visit from taking place.
§ SIR EDWARD GREYIf an impression exists in the minds of any section of the Russians that the visit of the Fleet is to be regarded as having any reference to internal affairs in Russia, it is quite incorrect; and if it is desired that the Answers hitherto given should be amplified, I will do so in debate.
