I beg to ask the Undersecretary of State for the Colonies whether Mr. Thomas Ratcliffe, who has taken an affidavit that he saw a Chinaman flogged in a compound since the Order prohibiting flogging was promulgated, was dismissed from his employment on the New Comet mine immediately the fact became known that he had lodged sworn information; and whether the Government propose to take any steps to protect men who report breaches in the law which are committed inside compounds.

A telegram has already been sent calling for a report, as I stated in the House in answer to Questions on Thursday and Monday last, and on receipt of the information the Secretary of State will consider whether any action should be taken.
