I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether the Congested Districts Board paid for lands purchased by them, fifteen years purchase of first-term rents in 1902 and eighteen years purchase in 1906, and of second term rents eighteen and three-quarter years purchase in 1902, and twenty-one and a quarter years purchase in 1906; and, if so, can the Board explain, in view of the depression in agricultural values, how the increase of three years purchase and two and-a-half years respectively can be explained.
