I beg to ask the Secretary of State for India, whether he has considered the explanation of the authorities of the execution of an Indian prisoner, who had appealed to the Governor-General, before there was time for the answer to the appeal to be received; and whether he proposes to take any action with regard to the conduct of the Lieu-tenant-Governor who was responsible for this incident.

No one knows better than the hon. Member that communications with the Government of India take time. No time, however, is being lost.
