CATHCART WASON (Orkney and Shetland)I beg to ask the Prime Minister if, in view of the demoralising effect of public executions and floggings, and their long abandonment in the United Kingdom, he will order their discontinuance in all countries directly or indirectly under the flag of the British Empire.
§ SIR H. CAMPBELL-BANNERMANI will consult my colleagues as to the extent, which I believe to be very limited, to which public executions and floggings take place, and consider whether any steps can be taken.
