§ MR. MACKARNESSI beg to ask the Under-Secretary of State for the Colonies whether he has any official information showing that, during last year, it was the practice of the Transvaal mining authorities of the Witwatersrand district illegally to punish Chinese labourers by head collars fastened round their necks, and by placing them in the stocks; and if so, whether he will lay it upon the Table.
