§ MR. CHANNING (Northamptonshire, E.)I beg to ask the First Lord of the Treasury whether, in view to future electoral legislation, he will consider the advisability of inquiring, by Select or Departmental Committee or Commission, into the expenses and machinery of Parliamentary Elections, and especially into recent evidence as to the working 520 of the second ballot in other countries and the possibility of introducing some form of the second ballot in Parliamentary Elections in the United Kingdom.
