ARTHUR LEEI beg to ask the Secretary to the Admiralty whether, in view of the fact that there is at present no lock entrance to the basin and docks at Portsmouth capable of admitting vessels of the "Dreadnought" and "Invincible" classes, and that the basin and docks are therefore closed to vessels of this class for about eighteen hours out of every twenty-four, steps will be taken to commence without further delay the new lock entrance which the late and present Boards of Admiralty have stated to be an urgent necessity.
