DELANYTo ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he can explain why New Year's Day was given as a holiday in former years; if it was an irregular holiday, can he say what is meant by an irregular holiday; and whether he is aware that the denial of those privileges is one of the causes of the discontent existing amongst the staff.
