§ MR. SWIFT MACNEILLI beg to ask the Under-Secretary of State for the Colonies, will Lord Selborne, under the Transvaal Constitution, summon on his own initiative every member of the Legislative Council, or will that summons, or the selection of members therein mentioned, be made on any responsible motion, and, if so, who will be the advisers; and whether, having regard to the power of the Legislative Council in the control, alteration, and rejection of measures passed by the elected Legislative Assembly, and the political leanings and antecedents of Lord Selborne, the effects of entrusting him with the nomination of one of the legislative bodies created by the Letters Patent establishing the Constitution has been considered.
§ MR. CHURCHILLThe Legislative Council will be nominated by the Governor, who will be instructed to consult the Secretary of State before making any appointment.
