BELLAIRS (Lynn Regis)I beg to ask the Secretary to the Admiralty whether the Admiralty propose to continue the regulation forcing captains of ships to give certificates of sobriety to the officers under them; and whether the Admiralty have considered the advisability of presuming that all naval officers conduct themselves with sobriety unless the contrary is proved by such misconduct.
§ MR. EDMUND ROBERTSONArticle 812 of the King's Regulations and Admiralty Instructions requires every commanding officer to give a certificate as to the conduct of officers, serving under him; and the Admiralty see no reason why the certificate should not, as at present, include a statement as to sobriety.
