§ THE PRIME MINISTER AND FIRST LORD OF THE TREASURY (Sir H. CAMPBELL-BANNERMAN, Stirling Burghs)The measure of licensing reform contemplated for England next session will 777 not apply to Scotland. I doubt whether, with our other legislative engagements for Scotland it will be possible to find time for a Scottish Licensing Bill. We are, of course, well aware not only of the importance of the subject, but of the interest felt in it in Scotland by the Scottish people.
