I beg to ask the Secretary of State for India whether he can inform the House when it is intended to restore to his ordinary duties the member of the Indian civil service who has been appointed by the Lieutenant-Governor of Bengal to be director of public instruction in that province, in disregard of public and departmental protests; and whether due consideration will be paid to public feeling in the matter by the selection of a member of the Indian educational service to succeed him in that office.

As I have already stated, I have no reason to think that the Lieutenant-Governor of Bengal has abandoned the intention which he expressed in 1905, of replacing Mr. Earle by a member of the Indian educational service within two or three years from that time; but I do not know the precise date at which he pro- poses to effect the change.
