WILLIAM REDMOND (Clare, E.)To ask the Secretary to the Treasury what is the rule of seniority among clerks of the higher grade of the second division of the Civil Service; does it depend on the service and standing of the clerk in the higher grade, as in a distinct class, or on the total length of service in the second division, irrespective of the date of promotion into the higher grade.
(Answered by Mr. McKenna.) No rule on the specific question has been promulgated, and, in view of the fact that promotions depend on merit and not on seniority, the Treasury thinks it unnecessary and undesirable to make any rule on the subject.
