SIR HENRY KIMBEE (Wandsworth)

To ask the Under-Secretary of State for the Colonies whether in the Letters Patent intended to be granted by the Government to the Transvaal giving it self-governing powers, there will be contained any power to His Majesty to revoke or alter its terms afterwards; and, if there be no such express power in the grant, is there any constitutional law by which such a grant once made can be derogated from.
