§ SIR W. J. COLLINSI beg to ask the Secretary of State for the Home Department what reply has been received from the Channel Islands authorities in reference to the question of extending the provisions of the Merchant Shipping Laws of the United Kingdon to those islands.
§ MR. GLADSTONEI have so far been engaged in correspondence with the insular authorities on the subject of their law and practice relating to navigation and the certification of pilots. But I do not think they will object to pass legislation providing that every master of a ship must be properly certificated, and I am about to propose to them officially that this should be done.
