I beg to ask the Postmaster-General whether he has received complaints as to the manner in which the postal officials at Manchester now interpret the rule with regard to the halfpenny packet post; whether, in view of the fact that figures may be corrected in writing, it is an entirely new interpretation to exclude circulars in which figures are inserted in writing; and if he will give general instructions to postal officials to put the wider construction on the rules in future.

Under the regulations a printer's error may be corrected in manuscript in a circular sent by the halfpenny post, but they do not permit the insertion in manuscript in such circulars of any figures other than those indicating the date of despatch of the circular, the date of a meeting or appointment, and index or reference numbers. But I am inquiring into the whole question.
