To ask the Postmaster-General under what circumstances learners, male and female, at Belfast have recently been called upon to say in writing whether or not they are prepared to accept the recent wages concession, and have been warned that any decision in the matter at which they may arrive will be considered final.

(Answered by Mr. Sydney Buxton.) The inquiry was addressed to the learners at Belfast in order that it might be ascertained whether they desired to be paid under the new system or under the old until their appointment to the establishment. It is most undesirable that there should be frequent changes in the system of payment as regards individuals, hence the notice that their decision in this respect would be considered final.
