BALFOUR,) Manchester, E.In answer to my hon. friend I have to say that I suppose his Question refers to the starring of private Members' Bills towards the end of the session. As the hon. Member knows, that is only done with Bills described as uncontroversial. I think it is too far from the end of the session to make any suggestion with regard to Bills which should or should not be starred, but from such information as I have received I think the Bill to which my hon. friend refers, and in which he is interested, is not likely to prove non-controversial.
