SEYMOUR ORMSBY-GORE (Lincolnshire, Gainsborough)I beg to ask the Secretary of State for War if he will state the reason why boys who do not get a leaving certificate on leaving their public school, and who, having passed their preliminary examination for the Royal Military College, Sandhurst, fail in the further examination, should be required to again pass the preliminary or qualifying examination.
