To ask Mr. Chancellor of the Exchequer whether, seeing that if the recommendations of the Industrial Alcohol Committee are carried out the relative positions of the home distiller, the colonial distiller, and the foreign distiller will remain unchanged, he will explain how the West Indies can derive substantial benefit, as a surtax will still be imposed equally on colonial and foreign spirit.

(Answered by Mr. Austen Chamberlain.) Distillers generally will derive substantial benefit from the encouragement that will be given to the consumption of alcohol for industrial purposes, and the West Indian distiller will have the opportunity of sharing in such benefit.
