I beg to ask the First Lord of the Treasury whether he is aware that the growing practice of Members turning down chairs to reserve places at the writing tables, while not using them at all or only at long intervals, is causing much inconvenience in the limited accommodation of the Libraries of the House; and whether he can see his way to recommending the appointment, discontinued since 1857, of a Library Committee to make rules like as the Kitchen Committee does for the dining-rooms.

replied that this was not a matter within his Department, but if the hon. Member would wait till the return of Mr. Speaker, who was unfortunately absent from ill health, he would consult as to what could be done.
