§ MR. RUNCIMAN (Dewsbury)I beg to ask the Secretary of State for the Colonies if he has yet taken any steps to ascertain whether any of the self-governing Colonies are willing to send to the proposed Colonial Conference delegates 1339 who will be entirely free and unfettered by instructions.
