I beg to ask the Secretary to the Admiralty under what Estimate are the expenses included which are incurred in the manufacture of cats-o'-nine-tails, which are kept on every British warship as part of the necessary equipment, and of the specially-prepared birches and canes formed after patterns kept in the dockyards for that purpose, and used in the flogging of boys and youths in the Royal Navy who have enlisted as blue jackets or in the engineering department of that service.
