§ THE SECRETARY OF STATE FOR WAR (Mr. ARNOLD-FORSTER, Belfast, W.)There is one Highland regiment quartered in the Highlands, at Fort George, viz., the 1st Royal Highlanders. The strength of this battalion is 591, all ranks. As regards religious ministrations, all such arrangements are left in the hands of the General Officer Commanding, to whom the hon. § MR. SWIFT MACNEILL (Donegal, S.),on a point of order, asked if the Secretary of State for War had not been guilty of a breach of Parliamentary privilege in referring the hon.
