Member's Question refers to the breakwater, in aid of which a grant of £15, 000 was made by the Government, I have to state that plans were prepared by Messrs. D. & T. Stevenson, and after obtaining a report on them from Colonel E. W. Malcolm, R. E., the Secretary for Scotland in December, 1891, authorised the Harbour Trustees to accept a tender for the execution of the works.
