LEVY (Leicestershire, Loughborough)I beg to ask the Secretary of State for the Colonies whether he is aware that the Frank Smith Diamond Mining Company has erected a barbed wire fence around the whole of its compound, and has covered the whole of the open space in the centre overhead with wire netting; and whether he proposes to take any action to mitigate this form of imprisonment.
