I beg to ask the Secretary of State for the Colonies whether he has any information not yet disclosed to the House which would explain Lord Milner's statement that the promised contribution of the Transvaal to the cost of the war is an obligation of honour only; whether he can state upon whose honour the obligation is founded; whether the obligation is less binding upon the Government of the Transvaal than is the obligation upon other British Colonies to pay their debts; and whether he Las any reason to suppose that the Government of the Transvaal do not admit the obligation as binding upon them. † See (4) Debates, cxlii., 1182.
