LEVY (Leicestershire, Loughborough)I beg to ask the Secretary of State for the Colonies whether he is aware that a South African mining company has erected a barbed wire fence round its compound, and has covered the whole of the open space in the center 645 of the compound overhead with wire netting; and whether he will give instructions for this form of confinement to be discontinued.
