I beg to ask the Secretary of State for the Home Department whether the by-laws made by the London County Council under the Employment of Children Act have yet been approved by the Home Office; and, if not, what has been the cause of the delay in settling these rules.

*MR. AKERS-DOUGLAS

No, Sir. These by-laws were formally made by the Council and submitted to me only a few days ago. The delay has been due, I understand, to the fact that the by-laws were referred by the Council to the education committee for their consideration.

MR. TENNANT

Will the right hon. Gentleman consent to a Return of the by-laws issued under this Act?

*MR. AKERS-DOUGLAS

Does the hon. Gentleman mean for the whole of England?

MR. TENNANT

Yes.

*MR. AKERS-DOUGLAS

Yes, it might be useful, but perhaps it would be better to wait for a time, as many by-laws are in process of completion.
