ERNEST GRAY (West Ham, N.)I beg to ask Mr. Chancellor of the Exchequer whether his attention has been called to the incidence of the Stamp 454 Duty on Customs Bonds, and particularly to the disadvantage at which small traders are placed by the present practice under which the holders of general bonds in the majority of cases are not required to pay Stamp Duty, while small traders not able to enter into a general bond are required to pay Stamp Duty on every single transaction; and whether, in the interest of the revenue and smaller traders, he could have this practice revised.
