To ask the Secretary to the Board of Trade under what circumstances it has been found necessary to issue a circular marked C. 893 proposing to invite the Permanent Sugar Commission to include golden syrup in the Sugar Convention; and whether, seeing that the proposal would necessitate all syrup manufacturers working in bond to the detriment of the small manufacturers, he will consider the advisability of withdrawing the circular.

(Answered by Mr. Bonar Law.) No circular making any proposal of the kind suggested has been issued. I suppose by the reference number quoted that allusion must be intended to a confidential inquiry made by the Board of Trade as to the opinion of syrup manufacturers not working in bond with regard to the classification of syrup for the purposes of the Sugar Convention. It is evidently important that the Board of Trade should know the views of the trade on a matter affecting their interests, and there can be no question of withdrawing the inquiry.
