BALFOUR, Manchester, E.)In answer to my right hon. friend I have to say that, so far as the Report to which he refers relates to public elementary schools, a Departmental Committee has been appointed to obtain precise information as to the extent of the evils complained of, and I think, in the meanwhile, the course he suggests would not be desirable. I should like to reserve judgment on that until the Departmental Committee has reported.
