§ *THE SECRETARY OF STATE FOR THE HOME DEPARTMENT (Mr. AKERS-DOUGLAS, Kent, St. Augustine's)In settling these rules, I consulted representatives both of the owners and of the men. The notices proposing the rules were sent out between February 20th and March 1st, and the rules come into force in each case at the end of twenty days from the receipt of the notice by the owner of the mine, unless he has previously objected to them in writing. So far, very few objections have been received.
