I beg to ask the Secretary of State for the Home Department if he will take into consideration the expediency of instructing the police that in cases where in their opinion the speed limit is exceeded, or where the cars are driven at a speed inconsistent with the public safety, they should write to the owners of the cars in question, giving them notice of the conduct of their drivers.

I have considered the suggestion which has been made by the hon. Member, but I am not prepared to adopt it. Cautions are given in suitable cases, but I could certainly not assent to the view that, where the facts justify a prosecution, a caution should be given instead.
