I beg to ask the Secretary of State for War whether he is now prepared to lay a detailed statement of account respecting the £470,000 balance, stated by Lieutenant-Colonel Morgan in his-evidence before the Royal Commission on the South African War to be standing to the credit of the Natal Field Force canteens when that officer left South Africa; and whether he will cause an inquiry to be made into the present working of the South African garrison institute system which grew out of the field force canteen system.

The field force canteens accounts will come within the purview of the Royal Commission. A report on the working of the South African garrison institutes is due from South Africa in July, and until I have seen it I cannot say what steps will be taken in regard to it.
